Tadian, Mountain Province – The Philippine Councilor’s League (PCL) – Mountain Province Chapter conducted a provincial convention to enhance the knowledge and understanding of the PCL members on tourism, Bottoms up Budgeting and Seal of Good Local Governance (SGLG) programs.
The activity held on July 23, 2015 at the Multi-purpose Hall in Poblacion, Tadian was graced by Governor Leonard Mayaen and Tadian Mayor Anthony Wooden.
In his message, Mayaen urged the members to effectively deliver their functions in promoting the general welfare of the constituents. He challenged them to conduct more conventions including an educational tour because this is one way of strengthening their knowledge and active participation on matters of local governance.
PCL-MP President Evelyn Taclobao assured her support of the League’s continuing pursuit of local legislative education which will enhance the knowledge and skill of the councilors especially on local legislation.
During the convention, Provincial Director Anthony Ballug of the Department of Interior and Local Government (DILG) lectured on the relationship of legislative functions in relation to the Seal of Good Governance award, and the grass roots budgeting process. Personnel of the DILG provincial office also acted as facilitators and resource speakers during the activity.
Francis B. Degay of the Provincial Tourism Office talked on the tourism situation in Mountain Province which is a timely subject matter as most of the municipalities are in the process of enhancing and enacting their municipal tourism ordinances. // By Erwin S. Batnag
