Governor Leonard G. Mayaen Affirms Support to Lang-ay Festival 2015

Mayaen with Lang-ay Festival Organization

Bontoc. – Governor Leonard G. Mayaen reiterated the full support  of the Provincial Government as it works hand- in- hand with the private sector in the staging of month-long Lang-ay Festival of Mountain Province come April 2015.

In his message during the launching of the Lang-ay Festival 2015, Mayaen stressed that he is putting his full trust on the private sector to manage the conduct of the activities for Lang-ay Festival 2015.

Furthermore, he reaffirmed the Provincial Government’s complete backing of the Lang-ay Festival Organization, Inc. by assuring them of the Provincial Government’s support in terms of supplies, finances and most importantly, human resource.

Moreover, Gov. Mayaen issued an executive order dated Oct. 22, 2014 directing all personnel from selected Provincial Government Offices and other Local Government Units to actively participate and ensure the success of Lang-ay Festival 2015.

In this same document, Gov. Mayaen stressed that since the conduct of Lang-ay Festival 2015 is a partnership between the provincial government and the private sector, the support and involvement of national line agencies and other local government units in the province is crucial to this undertaking.

In his order, Mayaen further stated that: 1)  All personnel of designated offices from the provincial government, particularly from the General Services Office, the Provincial Engineering Office, the Provincial Budget Office, the Provincial Accounting Office and the Provincial Treasury Office shall support and extend technical assistance in the conduct of the Lang-ay Festival 2015; and that 2)  The Mountain Province District Engineering Office, the Mountain Province State Polytechnic College, the Technical Education Skills and Development Authority, the Department of Trade and Industry, the Philippine Information Agency, the Radyo ng Bayan, the Philippine National Police and all local government units in the province shall likewise extend technical assistance to the Lang-ay 2015 working committees.

It could be recalled that right after the conduct of Lang-ay Cultural Festival cum Mountain Province Foundation Day in April 2014, Governor Leonard G. Mayaen made a pronouncement to veer from the usual management of the Lang-ay Festival.  He then disclosed a new scheme of handling the annual festival in Mountain Province – the privatization of the Lang-ay.  However, in the series of consultation with the private sector, a partnership was deemed better instead of complete privatization.  The details and mechanics regarding this partnership were further refined as the Provincial Government through its Provincial Tourism Office’s continuously conferred with the private sector.

Consequently, the aforementioned proceedings gave birth to the forming of the Lang-ay Festival Organization, Inc. – the organization now to manage the conduct of Lang-ay Festival 2015.

With this, a Memorandum of Understanding (MOU) was forged between the Provincial Government of Mountain Province represented by Gov. Leonard G. Mayaen and the Lang-ay Festival Organization, Inc. represented by Paulino D. Tumapang Jr., the organization’s chairperson.  The said MOU was signed in the presence of members of the Sangguniang Panlalawigan of Mountain Province, members of the academe and Municipal Local Government Unit officials who were present during the launching of Lang-ay Festival 2015 at the Provincial Plaza on October 29, 2014.
