PARACELIS – A two-story Multi-Purpose Building, along with the one-story Mountain Province Environment and Natural Resources Office (MP-ENRO) building situated within the Paracelis Corn Feed Mill Provincial Economic Enterprise (PCFMPEE) compound are now ready for occupancy after their joint inauguration last June 7, 2019 at Sinigpit, Butigue.
The ceremony was led by Governor Bonifacio C. Lacwasan, Jr. and Provincial Environment and Natural Resources Officer Cornelio M. Diego.
The MP-ENRO building is a renovation as it is an improvement and an expansion of the old office building which used to be occupied by the ENRO personnel assigned in the Provincial Nursery at Paracelis. On the other hand, the PCFMPEE Multi-Purpose Building is a newly-built structure.
Both structures, including the Drying Pavement of the PCFMPEE plant, were funded by the Provincial Local Government Unit of Mountain Province (PLGU-MP) in pursuance to Appropriation Ordinance No. 2016-33 under Special Purpose Appropriation fund. The appropriation ordinance enabled the PLGU to complement the total PCFMPEE project cost which was also partially funded by the Office of the Presidential Adviser on Peace Process and implemented by the Department of Agriculture through its Payapa at Masaganang Pamahayanan program.
During the delivery of the brief history of the two buildings, Provincial Engineer Edward Likigan divulged in his speech that the improvement cost of the ENRO building was ₱2,356,322.46 and the construction cost of the Multi-Purpose Building was ₱11,964,744.00 for a total of ₱14,321,066.46.
“The PCFMPEE facility and all other developments within it is just one, among many infrastructure projects being implemented by the provincial government in the Paracelis area. In fact, we will be expecting more developments because I believe that the present administration has plans to place Paracelis in the spotlight in terms of infrastructure development endeavors,” he added.
In his message, Governor Lacwasan reiterated on the purpose of the construction of the new Multi-Purpose Building that is to provide PCFMPEE personnel the easiest access to the facility for a more effective and efficient service delivery, considering that the site of the PCFMPEE is far from the Poblacion where lodging or homestays are available.
“Now that the PCFMPEE corn-drying machine is ready for operation, let us then promote this service to our corn farmers; in this way, we patronize our very own corn feed mill services. After all, the main purpose of this project is to help our local corn farmers uplift their economic as well as their farming conditions in terms of livelihood breaks,” he said.
Furthermore, Lacwasan claimed that at present, the provincial government is on its way in concluding the purchase of a lot located near the PCFMPEE facility. This lot is intended for the Office of the Provincial Agriculturist and Provincial Veterinarian Office use. Both the Multi-Purpose Building and the MP-ENRO building will serve as the personnel/ staff office in dispensing various administrative and technical services for the PCFMPEE facility and ENRO Provincial Nursery office, respectively.
