Assistance to Barangay Development

BONTOC –In its effort to provide assistance to the constituents in Mountain Province to engage in the delivery of basic services, capability building, and livelihood projects and enhance their economic and social well-being, Governor Leonard Mayaen signed an administrative order establishing the Assistance to Barangay Development Projects.

With this, the provincial government has allotted Two million pesos yearly for the implementation of the program that started in 2012.
In his order, Mayaen explained that he initiated this to enable small groups and organizations to maintain added source of income and generate employment in the communities; enhance capabilities of organizations thru the provision of equipment and materials for their livelihood activities; augment existing resources of communities and promote sense of responsibility among beneficiaries and communities thru shared resources.

The governor added that interested organization and barangays to avail of the program have to submit the necessary requirements. He elaborated that Non-Government Organizations (NGOs) have to submit a resolution signed by all the officers, SEC or DOLE registration, latest financial statement audited by a Certified Public Accountant, Sangguniang Panlalawigan accreditation, latest minutes of meeting and project proposal.

Mayaen further specified that barangays, schools and agencies who are interested to avail of the program have to submit a resolution signed by all officers, project proposal duly indorsed by the head of office and latest minutes of meeting.

Moreover, a Memorandum of Agreement (MOA) shall be executed with the provincial government represented by the governor.
In addition, the Provincial Cooperative Office is in-charge of the monitoring and evaluation of the assistance given to the beneficiaries four months after the release.

In a separate interview with Josephine Lacaben of the Office of the Governor, she said that eight schools, barangays and NGOs availed of the Assistance to Barangay Development Projects for this year.

These include Mountain Province General Comprehensive High School; Bontoc Central School; Sitio Nanggawa Organization of Women in Leseb, Bauko; Barangay Mainit; Fedilisan Primary School in Sagada; Barangay Guina-ang; Paracelis Technical and Vocational High School and Sin-og-e Farmers and Livelihood Association.
